Forgive my stupidity here but I thought this company was bankrupt. So fail and you receive a bonus as reward. WTF. “one employee was eligible for up to $50,000 in extra cash, but now the maximum bonus payout is $30,000″. Well by golly that certainly is a whopping disappointment for that poor guy, GEEZ after all his good work, what kind of a reward(bonus) is that anyway? This is being paid with tax dollars?

the system is corruptable, and manages to be so without forcing too many players to break actual laws. I might almost say it is warped around all the money that politicians require to fund their campaigns.

The story refers to the bonuses as being needed to keep “key” employees from quitting. How exactly does a bankrupt failure of a company have “key” employees? I imagine the reason they still have any employees at all is the possibility of a massive case of taxpayer amnesia.
