Rhode Island is unquestionably the worst named state in terms of what it is, & what it is NOT is an island. Total false advertising.
All kidding aside, RI might be the bluest sttae in the nation, & is under the total control of unions. Too many people there have never met an actual conservative, & they cannot relate. They have no reference point other then the standard issue Dem/union/big gov’t machine because that’s how it is there, & it will never change. Not in my lifetime anyway.

It is a federal highway program, so it is the fed that is doing perpetual construction. Have you ever tried to go south on 95 from DC? They have been doing construction there for as long as I can remember.

On all the government contract jobs that I’ve worked on over the years, and they were all for union contractors, it was the state or the feds that caused all the cost overruns, and not sticking to the projected schedule. The contractor has a date set in it for completion, and is paid a set amount. Every time the contracting agency changes it’s mind, and writes a change order, more money is paid to the contractor, and the completion date is moved back.

Look at the new eastern span of the SF-Oaklandistan Bay Bridge. The whole bridge (both spans) took about 4.5 years and the Golden Gate took about 3.5 years. This is in the 1930′s with 1930′s technology, which is evidently superior. The new span will be about 12 -13 years before it’s done and it’s billions over budget. They could have reinforced the old span for less than a billion.
