Well, pretty safe guess he's FBI, because it totally sounds like the FBI, doesn't it? Sending people undercover to instigate trouble, and being utterly incompetent?

Have you read this? The writer produces a long list of failures by the FBI (and he actually misses some obvious ones), such a long list that his theory is they cannot be actual failures, but rather the FBI has gone completely over to the dark side and is operating to undermine and overthrow the constitutionally proper American government.
