Since when does returning the money after you are caught absolve you of guilt? I'm pretty sure that doesn't work for bank robbers and other criminals who don't happen to be Democrat officeholders.
Maybe people can start paying the IRS after they're convicted of tax evasion and get off the hook.
They probably could do that, if they were Democrats.
