The only important issue is that a Democrat administration spied on a Republican presidential candidate and then Republican president-elect. You don't need to show any criminal intent to get a FISA warrant. The standards are very low: basically, "he talks to foreigners and we want to hear what he says." Boom, here's your warrant, spy away. That the Obama administration would use this to spy on the incoming president is truly frightening.
