Just because some individual females who are teenagers are whores and willingly do it, it doesn't mean that it should be legal. Like someone stated you need at the very least the possibility of using the law to pressure the prostitutes into talking.

I see where they're coming from. The idea is to arrest and punish the johns, not the kids. If the underage prostitute isn't facing any charges, they're thinking it might be easier to get his or her cooperation in prosecuting the john. But I'm guessing in the real world the cops need the pressure of possible charges to get any cooperation from the prostitute, so basically the state just made it harder to stop underage prostitution.
Some 15-17 yo's (maybe younger) willingly do prostitution, especially those in apartment bldgs when mom/dad is out of town for the weekend. Ask any cop.
