Northern California County Defies Governor Newsom, Reopens Churches, Hair Salons, Schools and Restaurants. It looks like the people are tired of Dictator Governor Newsom and his bullshit. There’s a whopping 8,800 people Modoc County. For comparison, Oakland, California has a population of about 390,000.

Besides the Bay Area and L.A.
