How is this legal? How does the president have the authority to spend hundreds of billions of dollars without any sort of authorizing legislation from Congress?
It isn't. But find someone in Congress who's going to call him on it. Even if they did Schumer and Pelosi wouldn't let it get to the floor for a vote.
