Bush, believe it or not. They're all the same, those residents of D.C., dumb as rocks and walking around with wildly inflated opinions of their own intelligence. Some super-smart bureaucrat told his supervisor, another super-smart bureaucrat, that this guy was not a terrorist and they could set him free, and the super-smart opinion worked its way up through all the super-smart layers of bureaucracy until it was finally approved, and fourteen years later you will never figure out which super-smart bureaucrat to blame.
I heard he was part of the Bergdahl trade.
