Sounds like the story Running with Scissors where the psychologist parents allow the brats to do whatever they want. In fact, all of Leftism is basically a psychotic experimentation on children. Horrors that this person is interested in raising little people... the psycho cycle continues.

The key fact is buried well down in the story: the person is going to pay for the surgery itself, in which case, who cares? (Although there ought to be some repayment for the first two treatments).
