Chicago can be the location for the re-do of Mad Max. Hollyweird is remaking movies cause they got nothing new so why not. Think of the money you could save on ammo and extras. If they get shot you don't have to pay them.
SO.... they expect violence to happen, they just want the children to be armored for when it happens so perhaps the children won't die... maybe. Ok... this makes no sense. Inconvenience potential victims is better than actually doing something about the violence committed by criminals? Why not inconvenience the criminals? Stop and search? Profiling? Enacting informant programs? Neighborhood watches? Encouraging people to be properly armed and trained? You know make it HARD FOR THE CRIMINALS to be criminals not for the kids to be kids...
