A liberal friend of Democrat congresscritters will get a billion dollars to design a way for old people to talk to their doctor without leaving the house. (His grant proposal will naturally avoid any mention of the telephone invented by Alexander Graham Bell a century ago.) He will spend the billion dollars of taxpayer money on vacations at Mexican whorehouses and donations to Democrat politicians, and then announce two years later that his software will never work unless he gets more federal money.

"Diplomatic programs" means money for congresscritters to travel to foreign countries and discuss viruses with foreign corruptocrats in exotic places like Tahiti and Monte Carlo.
"Global Health Programs" means money for abortions in places that aren't killing enough babies to make the Democrat ghouls happy.
"International Disaster Assistance" means money for charities run by liberal scam artists like the Clintons and their Clinton Foundation, a percentage of which will be kicked back to congresscritters of course.
"Economic Support Fund" means money for liberal friends of Democrats who can't really succeed in business without government help, a percentage of which will be kicked back... yada yada.
Etc. It's all very clear if you understand the language of our sleazeball congress.

It's long past time for a Constitutional Amendment to require bills in Congress to have only one subject; a rule change would be worthless because the majority party would simply change the rules every time it wanted to pass a catch-all bill.

The President should put all that money into the wall, which is more important to Americans that here bull sheet.
