According to the sheriff’s department, deputies did not notify ICE that Baca was in custody because of SB 54 – the sanctuary state bill – which had taken effect the same day of his arrest, Jan. 1.

I'm going to sound like an asshole but hear me out.
Was the girl he was poking an illegal immigrant herself? If so, this turdhead was doing what gets done in Mexico all the time. In my state many 13 year olds are sexually active. 14 and 15 year old girls get pregnant and people don't understand where their parents were at. The immigrant parents have no problem with it. They think ole! Zat means more of zee welfair dinero and more of zee feed stumps for la familia!
I know it sounds weird but it's true, I've seen it to many times over the years. Young girls with illegal parents are not ostracized or punished, they are celebrated when they get pregnant. As far as I am concerned this pedophile should have his nuts cut of with a dull knife but if the girl was an illegal, or her parents are, this could be a case of consensual sex for the reasons I stated above.
