Just break up the state, let neighboring states absorb what parts they want, and give the rest (Shitcago) to Canada. They seem to have the money to pay everyone welfare. After all, they're giving millions to ex Gitmo prisoners.
In fairness to Illinois, the state has continued to make full pension payouts to retired government workers.
"Payments to the state’s pension funds; state payroll including legislator pay; general state aid to schools and payments to local governments – in some combination – will likely have to be cut," she said in a statement. "Payments to the state’s bond-holders will continue uninterrupted."
And don't buy a lotto ticket there, you win, you'll get a nice letter saying they don't have the money..what a mess...
