He hasn't had enough time to attach enough pork to the bill to make it "Budget Neutral".
That and the fact that CONgress is a bunch of lazy turds.

The Obamacare bill should have been completed 2 years ago. Why must we wait for tax reform?
So the R's can pay off their business and Wall Street buddies?
