This should not surprise anyone. Hezbollah, ISIS and Al Qaeda are the equivalents of the Chicago street gangs of the '80s and '90s when BO was cutting his political teeth; the preferred method of dealing with gangs in Chicago is to look the other way while they sell drugs and weapons.
