Why was there a strategy deadline to begin with? The moment ISIS was a threat what? a year or two ago? a strategy should have been put in place sooner rather than later and then implemented.
Congress got tired of waiting for him to settle on a strategy so they gave him a deadline, made him sign it, and then... he just ignored it of course.
I doubt a strategy was contemplated much less developed.
Or at least a strategy that opposes ISIS.
His strategy is to punt this off to the next CIC, he's more interested on fucking up the Supreme Court.
The only deadline he doesn't miss is Tee Time for golf. What a putz....

Never forget that BB's initial reaction was to "manage" ISIS. He changed it later to "degrade and ultimately destroy" (which has been said over, and over, and over by everyone in the admin. to the point of being nauseating) after the backlash over "manage", but his true strategy has never changed...all he wants to do is manage the problem, and then hand it off. That strategy has Valerie Jarret written all over it.
So far his strategy has been letting them invade the Continental United States, doubt the even the RINOs would like that one.
