A fair bit of the delta is taxes, not all are percentages, some are set amounts, average is $0.48/gal and doesn't go down when oil goes down.

The article seems to be missing the why. Did they bother to call a gasoline producer and ask why? I'm guessing there's a logical explanation because gasoline prices are too competitive to allow for artificial price inflation. Car owner are quick to pick up on where the low prices are.
We have exactly "artificial price inflation" in California. There are X amount of refineries, they don't get gas from anyone else. So all the oil companies need to do is create a shortage. Their excuse list:
1. Refinery breakdown/fire.
2. Refinery remodeling.
3. Refinery changeover from summer to winter gas.
4. Oil price went up (meaning they jack the prices 5 seconds later).
5. When oil prices go down it takes weeks before they lower it.
You can thank government regulations for the majority of the price issues you have. Federal and state governments are like vampires when it comes to tax money. The EPA is great at creating shortages and price increases.
I know California is an exception to the way it works elsewhere. So California's data should be subtracted from the graph because it's government regulations that have made the mess you live with. You have your own blends that are only sold in California, and you have summer blends, winter blends, probably special blends for Hispanic holidays, I don't know. Plus if I remember right the second highest gas taxes in the nation. (We took over that honor last year.)
Taxifornia. They also added cap & trade taxes and now they're talking about raping us on mileage taxes.
And I don't know if you realize it, but the California madness spreads into Nevada because Nevada gets a lot of its gas from the same refineries. So when you guys pass a law about what the blend has to be, Nevada pays for it too.
Yea we also export libtards, and a lot of other things to Nevada....Maybe Nevada needs a wall...Just sayin'...
