The Gavin Newsom/California Democrat created port clusterf**k. Basically, if you have a truck that is non-compliant you can sell it out of state or scrap it because you can’t use it in the People’s Republic of California. The next time your store shelves are empty, send Gavin a thank you note.
The trucking issue with California LA ports, ie the Port of Los Angeles (POLA) and the Port of Long Beach (POLB), is that all semi tractors have to be current with new California emissions standards. As a consequence, that mean trucks cannot be older than 3 years if they are to pick up or deliver containers at those ports. This issue wipes out approximately half of the fleet trucks used to move containers in/out of the port. Operating the port 24/7 will not cure the issue, because all it does is pile up more containers that sit idle as they await a limited number of trucks to pick them up. THIS is the central issue.
On October 16, 2020, the EPA reached a settlement agreement [DATA HERE] with California Air Resource Board (CARB) to shut down semi tractor rigs that were non-compliant with new California emission standards:

Another contributing factor is the new California law which classifies independent owner-operators as trucking company employees, for the purpose of increasing membership in the Teamsters Union(there is a secondary purpose, which is to increase membership in the Teamsters Union). This one may be tied up in court at the moment, but it has led independents to look elsewhere for cargo.
Leave it to the idiots in CA to F$%* the rest of the country. Quick someone check to see if New Bag or his aunt plastic have made investments in some shipping transportation company.
Biden is trying to open those ports 24/7. Meanwhile, all the shippers are starting to use different, non-California ports. Just when they get all the additional staffing needed to be open 24/7, which I figure will take them months, they'll find out their port business has disappeared to Florida, Oregon, and Mexico where real trucks are allowed to pick the shit up. Meanwhile, one big storm comes through and half those anchored freighters out there in the ocean will end up beached on the California shoreline and the Dumbest State in the Union will be asking the rest of the country to help them pay for another ecological disaster. They already have an oil leak thanks to one of those anchored freighters catching its anchor on an oil pipeline.
They already had one of their sitting ships drag their anchor over an oil pipeline and cause a major leak and oil all over the SoCal beaches.
