Saw a video tonight on KTXL here in Sacramento, they were warned force was going to be used, but they just pouted and locked arms...They then got their pepper spray reward.... Just because you warn someone with the use of force doesn't make it right. As far as i know the use of pepper spray is only used if the police officer feels his life is threatened. How do students sitting on the crowd threaten a police officer? Sounds like he is a pussy cop.

I was in law enforcement for five years. The use of "pepper spray" (at least in the state I live in) varies by the SOP's and force continuum model employed by the specific department. Generally those two things are influenced by by larger trends in law enforcement and what leads to the least possibility of departmental liability. A liability further diminished by the certifications granted to officers that carry the device. A certification that can only be obtained after the officer has been administered the specific chemical weapon they will be carrying.
When I served chemical weapons (and we must remember here there are a wide variety of items that fit the category of "pepper spray". Some mostly aggravating, some pretty devastating) were pretty early in the force continuum. Right after the command voice, and even before PPCT.
This is because they can be effective in nearly all cases, have a greater probability of ensuring successful compliance than complicated physical control techniques that can cause injury if performed wrong or might not work on individuals that are on certain drugs (PCP). In addition to diminishing risks to the individual forced into compliance it also diminishes the risk to the officer that stem from the individual having a weapon on them or passing on an illness by biting or scratching or bleeding.
Now we will never know what happened here. I have my biases. And everyone else theirs. But the result is clear. Some pampered kids got a little taste of what cops have to go through for certification and because of that inconvenience the Flea Baggers got the photo op they have been salivating for. Maybe the cop was in the wrong -and in such a case should be reprimanded. Maybe he was not. We will never know. But this absolutely pales in comparison to what citizens are put through by the TSA everyday.
As for the officer . . . sure he is flabby, sure he (IMHO) isn't providing enough protection to his weapon side or displaying an effective stance necessary for when the sugar turns to shit, sure the configuration of his rig makes rapid response more difficult than it should be . . . but the man is in a dangerous profession. And I would not call him a "pussy". And I imagine you would not either . . . if there were nothing between you two but air and opportunity or if you ever had the occasion to spend a Friday night or full moon in his boots.

Over 20, that speaks for itself. And I am not relying on Monday morning quarterbacking of the incident. I actually talked with some of the officers involved. I live in Northern Kalifornia not too far away, and law enforcement is not that big a community. Basically these spoiled brats had a sit down tantrum, they were warned and decided to continue to have a tantrum. They got what they deserved. Unlike the media blather about a real non story, they have hyped it into some kind of terrible injustice on those "poor" students. The students put themselves there, the officers gave a LAWFUL order to disperse, and the students continued their tantrum..For every action there is an equal and opposite reaction, plus what the chancellor of U.D. Davis is saying is not quite true, she stated she told them no force, that came after the pepper spray...She a bigger moron than the students. They have a right to protest, no problem with that, when they surround the cops, and block the walkways it becomes a crime. maybe you dad can fill you in on the facts....

University of California, specifically Davis but they are all the same, some policies, same police departments, just different locations, and you should be able to get their policy manual on line since they are warm and fuzzy and they post the stuff. I went to a police training class held at U.C. Davis, they are the most restricted police force I have ever seen. In the Class was a Yolo County Sergeant who said they love to come into Davis on mutual aid calls, during drunken student misadventures, the Deputies from Yolo County whoop ass and leave, and the U.C. Davis P.D. pouts cause they are not allowed to do their job.
I can tell you exactly why I would be wielding the pepper spray.
The whole thing's a setup, engineered to make the police lose no matter what they do. If they bodily pick the students up and remove them, then they get hammered for abusing students. If they do nothing, the students take that as the go-ahead to act up even more. They maneuvered the police into a no-win situation -- the essence of bad faith bargaining. Maneuver me into such a corner, and I'd probably say "f*ck you, you're getting some pepper", too. 99% of the can, as a matter of fact.
If you want to practice your civil disobedience, go ahead -- but remember that at some point, the police may be justified in using some technique that you won't like. I'm not saying it is nice -- but none of them got hurt -- and they *did* leave the premises. If they'd have been left alone there, who knows how far the situation would have deteriorated -- the whole thing stinks of "the lord of the flies" to me anyway.

I was surprised to learn the pepper spray blasting cops were University, not city or county cops. This could mean they lack qualified immunity from prosecution and or civil judgment. This happened at UofKookland Fresno. This cop needs an attaboy. Instead, as expected, the fruitcakes that run that Communist Indoctrination Center are outraged and have suspended the police chief. That's right. Tell the cops, move the protestors but you are only allowed to use kind verbal persuasion, but you must remove them. I think the UofK Fresno cops should stand idly by and watch them burn the effing place to the ground while quietly saying, "Please stop. Shame on you." "If you don't stop, I may have to slightly raise my voice."
