What Quagmire fails to realize that a logical Vulcan like Spock would have been the first to use a phazer to get rid of a evil, power hungry, megalomaniac like him.
There was this Star Trek show where Kirk went into the transporter and got split into two people, one good and one evil. Maybe Spock went in too and came out as the good and logical person, and ther trasnporter spit out the Bamster as the lying evil component. Just saying.
That wasn't the transporter..it was the shitter (which the NCC1701 didn't seem to have any of). Spock would have entered and left a big steaming pile of barry behind.
