Californicating politicians have an endless supply of schemes to shake money loose from average citizens to pay off their union buddies with.

I and a co-worker have already designed a device that could be used to interrupt the GPS transmitter. It can be set to send no signal or to make the reciever think that you are travelling a fraction of the actual distance. Looks like we might have a market in the Freak Show soon.

I'm no conspiracy freak. I don't know if the gov't already has this in mind with electric cars, but in any case it will come soon after electric cars become mandatory.
Right now, we can go to any gas station at any time and buy whatever amounts of gas we want so we can all drive around willy-nilly for whatever purpose we desire. Govt types don't like that. That's why they love trains - because they go where (and when) the gov't decides they go. But that's another story.
Once we all have electric cars, look for either the direct rationing of electricity (yes, despite what the Volt commercials imply, the cars DO have to be plugged in and the electricity DOES cost you money), or you get rationing-lite, i.e. you get an amount that the govt decides you really need, and anything over that will be taxed so prohibitively that almost no one (other than Gore, Buffett, and Soros), will be able to afford it. And you ain't jammin' that.
Conspiracy denotes a level of secrecy. Nothing this administration has done is perfectly clear. Anything possible to destroy the lifestyle, the economy and the population (especially of White Eurpeans.)

Not to mention that within a year there will be GPS car spoofers from Hong Kong. When attached to your car's GPS antenna they will make your receiver believe you're still sitting in your garage.
