Translation: The primary goal is to get a bigger budget next year, we have a bunch of money to dump in a hurry and we cannot come up with a new project to waste it on.
So let's buy energy efficient cars for the poor. They will not be able to afford the increased electrical bill, or to maintain the vehicle, or buy insurance..
This could help us to a bigger budget for years and still have nothing to show for it.

Nobody is driving so revenue is down, the solution? Reminds me of about 10 years ago during a drought in the Devil's Triangle around Chapel Hill, NC. They asked everybody to stop watering lawns, washing cars, etc, to conserve and for once everybody played along. They played so well that local governments had a cow when they saw all that money stop flowing when the water did. Their solution? Yup, they doubled the rate for everybody.

Only problem is, truckers and construction companies CAN'T cut back on driving, so we will get killed. But then, we will pass along the increased cost to the customer, and you wanna bet the goobermint will be investigating us for price gouging?
I think it's time to launch an intensive study into the carbon footprint associated with the manufacture of a Leaf then consider the long term environmental implications of dealing with dead batteries as well as the adding the grid strain from charging them.

Who pays the tow charges when the battery dies in the middle of nowhere?

Let's throw a few hundred thousand Leafs, Volts, whatevers, into California. And where will the electricity come from? My guess is that they don't have the capacity to generate the necessary power now, forget plugging a gazillion electric cars into the grid. I'm sure that the residents of CA will be very understanding and accept a few dozen new power generating stations. Heck, they may even go for the nuclear option.

Here's how it will go: They will force electric cars on people. Then, when there isn't sufficient generating capacity, they will either flat-out ration electricity, or they will levy confiscatory taxes (yeah, yeah, I know - the taxes are already confiscatory. I mean even more confiscatory, even by CA standards), onto your electric bill.
It's all about control. They can't help themselves. They have to meddle in every aspect of your life like a pedophile has to go after kids. It's in their DNA. That is why they love trains. They can control where you go. That is why they hate cars, highways, and suburbs - because all these people are riding around wherever and whenever they want,, completely outside of their control. The thought of freedom eats their guts out.
So if they can't get everyone into the little Habitat 67-style cubicles, going only to places where the trains go, at least they can ration car travel.
