Adm. Locklear was obviously selected to his post by one of "Dear Leader's" toadies. The same thing has been going on in Afghanistan, 5 Generals in 5 years, and every time they ask for more "Boots on the Ground", they get relieved. With officers like this in charge, we had all better hope the N. Koreans don't lob anything our way.

I suggest removing all "green" programs from the military budget as the safest way to manage the "massive sequester slashes" in future spending increases.
Once you near the flag ranks, the way to promotions is having your nose inserted into the correct politicians asses. Here's a classic example. Another "Perfumed Prince" (Col David Hackworth, an actual warrior)
Obviously the Admiral wants to be promoted.
He's in the range of rank that is no longer about being a good sailor or soldier, but a politician.
