Comey draft statement on Clinton emails called her actions ‘grossly negligent,’ new memos show. This was probably more accurate than the crap he put out to the public.
Federal law states that gross negligence in handling the nation’s intelligence can be punished criminally with prison time or fines, according to The Hill, which first reported on the memos.
“There is evidence to support a conclusion that Secretary Clinton, and others, used the email server in a manner that was grossly negligent with respect to the handling of classified information,” one of Comey’s earliest drafts states.

"can be punished criminally with prison time or fines" - Worst case scenario, she gets fined. Which the Clinton Foundation would cover.
The Clinton Foundation should be the subject of a RICO case. It looks like pure corruption to me, & it more then likely broke numerous laws in countries around the world. Doubt it will ever be looked into.

Comey's tune probably changed when Loretta Lynch and Bill Clinton discussed what dirt they collectively had on Comey to prevent him from recommending charges against Hillary.
From "grossly negligent" to "extremely careless", which the Media transmogrified into "Not Guilty".
The big difficulty he faced was how to get them both off the hook for not doing their jobs. A slimeball was about the only way to do it.
