      • Probably. Michigan is full of half-ass dams. The whole state is basically a swamp with bits of land floating around. So people are always trying to turn flows of water into lakes or lakes into flows of water or something. It used to be people were building their own dams all over the place, before the EPA or somebody started cracking down. I live on a lake created by a dam which is basically a big pile of dirt pushed up by a developer who wanted to advertise lake-front lots. If that big pile of dirt ever fails, I'll be living on a swamp. Up north where my family vacationed on a very popular lake called Silver Lake, a farmer upstream took his tractor and piled up some dirt to make a dam and created Upper Silver Lake, around which he of course sold lots. Then a farmer even further upstream saw how much money his neighbor made and decided to do the same dam (sorry) thing, calling his lake Upper Upper Silver Lake. I kid you not. By the time they were done the flow of water was so slow that the original Silver Lake, instead of being crystal clear water, was an algae-infused soup I don't even want to dip my toe into. In the same area, a long time ago some town dwellers piled up some dirt to dam the Hart River and create a lake in the middle of town. It worked fine for decades until an extra heavy rain overflowed their lake and took out the dam, creating a giant wall of water that rushed down the river valley like a vengeful monster and completely demolished four lanes of interstate highway ten miles downstream. Did the feds punish the little town for ruining their highway with a cheap-ass makeshift dam? No, just the opposite. In order to make sure their highway was safe from future incidents, the feds came in and built them a fancy state-of-the art dam as part of the repair job on the interstate. Your federal highway funds at work.
