These people are our EMPLOYEES. We, the people, are the EMPLOYERS. They are civil SERVANTS. Now imagine yourself in, we'll say, your office, and you ask an employee a question. He has another employee run interference, and sings a little song of joy. What do you do? Think hard now. Yes, that's right. You fire the bastard, and hire someone who will work FOR you.
You have to remember that Rep. Gutierrez is from the great West Side of Chicago, where he's not used to taking questions from reporters, (other than "Howya dooin', Looie?") and just doesn't have any experience in responding.
He doesn't know how to respond to anything but an envelope stuffed with cash.
That probably makes him sing too.
