Then the officials are incompetent at the very least, and imo ought to be fired for gross negligence.
Also, along with paying off the extra fees the players' incurred, the interest gained on the collective winnings ought to be added to the principle paid to the winners.
And I thought an Illinois lottery check was a guaranteed life term of free healthcare, housing, and foodstamps. Maybe Rahm Emanuel spent all the money buying cocaine so they could distribute it and track the big dope dealers. Kinda like a powdered "Fast and Furious" or "Rock and Pipe It". It wouldn't surprise me.
Now who at the lottery is going to jail for writing bad checks? There are way too many checks and balances into a system where large amounts of checks and money flow into and out of accounts. The IL lottery knew they where short on money and tried to play"beat" the bank.
