How incompetent is the FBI? Answer: incompetent to the point of being bizarre. According to the FBI, the man who hated Republicans, scouted the baseball field where Republicans were practicing to the point of taking pictures of it ahead of time, had a hit list of Republicans in his pocket, and asked a bystander if it was Republicans on the field before he started shooting them was, according to the FBI’s report, not targeting Republicans that day. He was just a depressed loser who acted spontaneously with no specific targets in mind.

Now if he had a list of Dems or muslims in his pocket, they would have no problem decyphering his motivation.
