"...outside the normal appropriations process..." He does everything else outside the normal process(recess appointments, campaign fund raising, etc.) so this should come as no surprise to anyone.
But apparently thinks it is also "outside the normal process" for the SCOTUS to overturn ridiculously unconstitutional laws!
He's trying to get some of the money before SCOTUS flushes this unconstitutional POS. Looks like he's gone from Intimidation to Extortion.
He's convinced the SCOTUS wouldn't dare flush his signature piece of turd. I hope he's wrong.
