Obama gives Congress Guantanamo closure plan: No doubt Obama is setting up a fight that will end up in the Supreme Court. He will then point to this as why it is necessary for him to pick another Justice before his lame duck term ends. And we will be ready and waiting to point out that this is precisely why the next appointment should be made by a President that still has to answer to the people.

So... he doesn't have a plan to get rid of ISIS (pressing matter), but he has a plan to close Guantanamo (non pressing matter).
Bring the detainees to the White House so they can be "entertained" by Mr and Mrs Obungles.....
He's gotta get the rest of the goat rapers out of there before he gives Gitmo back to the Cubans, even Castro hates their guts.
The only acceptable plan for shutting down Gitmo is to evacuate the US personnel and then nuke it, with the detainees locked down.

who were able to swim from Cuba to the US,
should get a fair hearing before they are sent back,
the waters are shark infested, that should reduce the number of successful candidates.
No self-respecting shark would eat that trash.
BO could close Gitmo tomorrow if he just had the detainees shot today.
