Wait... I don't know much about it, but this sounds like a lie. Facebook especially since it got a lot of private funding. What is wrong with Obama? Either he thinks we are stupid or he just doesn't know when he is lying anymore...
Respectively, I agree with the general statement. Between DoD research and the creation of ARPANET, and handoffs to the NSF in the 80s, the whole platform of the Internet was grown by government, military, and academia.
The hodgepodge of privately run services in the 80s were hardly gaining mass appeal, and barely interoperable (anyone remember Compuserv, genie & prodigy?). Little BBSs over 300baud were kinda fun, but nothing like glorious WWW
I believe it quickened after expansion into more universities, baking in slowly over years, and hit a tipping point in the mid 90s. I went from USENET to Mosaic in 1994 or so. At that point, if you wanted a Domain Name, you were still dealing with a quasi-government organization (InterNIC). If you were really smart and looking ahead, you could've gotten them for free from the National Science Foundation a couple years before. Granted, a lot of cybergeeks were wary of crass .com back then.. it was all .edu and .org and .mil. Now we have GoDaddy :)
Handoff to private industry was inevitable and desirable, but required those first steps. I do not believe that Obama is saying that government specifically funded Google & Facebook. No one believes that.
The parallel with NASA and emerging Aerospace industry in SpaceX or Virgin Galactic is pretty striking. We'll have a robust private industry at some point in the future, and (hopefully) look back on NASA with some pride

Department of Defense. National Science Foundation. National Research and Education Network. Others in the U.K. It took decades to build the platform that .com's enjoy now

Are you talking about the Internet? There was no money in it. Why in the world would IBM or Bell Labs or any of these ancient titans have made that investment? They couldn't see the market at all. IBM couldn't even see the PC until Steve Jobs showed them up. Microsoft and Apple failed to see the imminent Web, while an Oxford guy at a little particle accelerator in Europe and a computer scientist at the National Center for Supercomputing Applications went ahead and created it.
Private industry had decades to do it, yet did not. This is because it often does a poor job of building certain platforms. But the handoff to private industry was so well-timed it BOOMED Clinton into his 2nd term (lucky him)
To me this is one ideal use for government: evolve a platform that serves National Security needs and pass on the investment to markets. If it serves more needs than that, all the better. The motivations must be natural. The proto-Internet served military, academic, and scientific needs. The Interstate Highway system came online serving interests for both military and commerce.
I cannot see how it would've been done more elegantly than this path to Internet. By comparison, the NASA path, from Cold War concerns, to nascent private industry alive today, seems rockier, but this is understandable when considering the physical and material constraints of its various endeavours. But we're already seeing signs of specialization (SpaceX doing the trucking, Virgin doing the tourism). Its fascinating, and both owe a debt to NASA.
Unless you can show me how government funding somehow impeded the natural commercial development of the Internet? Just this one case? I already concede that not every market platform should be grown in this manner, and definitely don't think government should be involved in the subsequent market details.

The article is about the basic research that went into the platform that is Internet. The headline just pulls a quote about Google and Facebook, and this post alleges that Obama doesn't know how those particular companies were actually funded.
