No, that WILL increase jobs! Each of those salaried workers will be split into TWO 29 hr/wk workers!
That's part of the problem, the other part is as PH mentioned, they would fill the other half of those hours with the H1b Visa holders, at 1/2 the pay of the Americans, while the Americans train them to take over their jobs, and then hire another H1b holder to take his job.
Perfect timing after stabbing the American Worker in the back with the last treaty. Now he's going to tell us how expanding the H1b Visa program will stimulate the economy.
