Not at all, Russian governement refused Aleksandr Lukasjenko´s offer of reunification, did not even have South Ossetia and Abkhazia join the federation in 2008. Putin´s first presidency was in 2000, Baltic states joined NATO in March 2004, do the math.
Events in Crimea and other regions of ukraine was done by locals who had been arming and training for years in preparations of an eventual conflict, with ex-military advisors.
If the Russian federal governement just did nothing to help them, it would have lost face with its own population at home. Being openly seen as a collection of cowards and pussies is a big no-no. If you slitte your wrists in a shark pool, you are going to have a bad time.

There is one simple and sure fire way to put a screeching halt to Putin's moves. Drill for our own oil and gas, then sell it to our allies in Europe (if we still have any). Without the oil and gas dollars flowing in, Putin won't have the funding to advance. The Russian oil production is so expensive, that if a barrel falls below $90 dollars they lose money on each barrel. What better way to starve out the bear than to cut off the honey supply.
I sense yet another sternly worded letter in Putin's future, hope none of those countries think we are going to help them with Quagmire running things.

If I were Poland I'd be saying , "No, hell no, FUCK NO!!!! We are not doing this crap again." Poland probably has 10-15 years till they are threatened. If I were Poland I would:
-Start mass conscription. Every man or woman 18-15 gets basic training. Not saying you have a standing army, but everyone becomes a trigger puller.
-Start working clandestinely on a nuc.
-Develop special forces for low intensity conflicts to create havoc after the Russians invade.
-Start working assets in Russian Nationalist organizations that spring up in Poland. If you can't infiltrate them, eliminate them. Deliver the heads to the FIS. Hell, I'd send some right now of any operatives I know operating there.
-Definitely start a PR campaign in the US about the ties between the countries. Make it so that the first US troops arriving in Poland to stem the Russian invasion in 2030 say "Pulaski, we are here!"
On second thought, screw it. Pre-emptively invade Russia. Why wait? Won't those post commie suckers be surprised! Take out the Kalingrad enclave.
"ukraine" was already broke when it had only a 6000 combat-ready military and still controled the industrial regions (aka the regions where people work for a living and support the rest of the country with their taxes).
Only further loans have prevented it from going bankrupt just yet, so obviously, raising a large military, maintaining and building nuclear weapons isn´t going to work very well.
Poland should just have its own nuclear arsenal but that would mean the Polish politicians and bureaucrats would have to be at least semi-competent, which they are not.
Poland wanted NATO because they neither are capable nor willinng to defend themselves.
A real, honest military alliance is when countries being defended spend at least as much on their military as the one doing the defending.
NATO today is not a military alliance, it is a crew.
