While there are certainly cultural traits that vary from one ethnicity to another, and within certain ethnicities, vary from one era to another, I fail to see how the quoted diatribe is either a) sequitur, or b) useful.

That video seems to be taking a racial viewpoint on everything, which is just about as stupid as it is possible to be. Race is a completely artificial categorization of the human species, and race has nothing to do with the fact that Egyptian civilization started in the south and migrated north. When I said that I wasn't making a racial statement. The people involved would have laughed at the idea that they were somehow racially different than the rest of the world simply because they lived in Africa.
When people start spouting racial arguments I like to point out the results of a recent genetic study of Africa. Most people don't get it because you have to naturally comprehend numbers to grasp how important the study results are: anyway, turns out the genetic variation in the continent of Africa is greater than the genetic variation in the whole rest of the world put together. Think about that. I'm a white man. What this study means is that a Somalian has less in common with a Nigerian than I have with a Japanese man or an aboriginal Australian. Given that, talking about the "black race" and making generalizations about Africa from a racial viewpoint is silly.

Well, much of sub-Saharan Africa and most or all of the Americas (before they were known as "the Americas"), were populated by people whose cultures had very different values. For whatever reason, they tended to repeat the same things, do things the same way all previous generations did. Invention, scientific discovery, and what we call "progress", for the last few thousand years, seems to have been a European and Asian phenomena (but not including most of Russia or central Asia).
That can be seen as relative, too. After all, while we certainly enjoy the benefits of all the science, neither the Africans nor the Native Americans started any world wars or invented atomic weapons.
But I also cited "from one era to another". So while China was significantly more scientifically advanced than Europe 1500 years ago, that did not last into the second half of the last millenium. And outside of London, lofty ideas like the Magna Carta were completely foreign. Northern England and Scotland were populated by absolute barbarians until the second half of the 17th century.
I don't remember the exact quote, but there was a point in some century that ended with -teenth" when it was more or less accurately stated that the northern European was a "brutish" and uncivilized savage.
If you were to attend some of the Highland Games as I do and observe the festivities afterwards, you would think the Scots STILL a somewhat barbaric bunch!
