We used to make jokes like that when I was stationed in Athens in the early 80's. We'd go to the local grills and have souflakia, a kind of savory lamb fold-over and there was one place that got hammered by the city for killing the stray cats in the neighborhood and selling their meat as lamb. Maybe that's where this chinese 'businessman' got the idea in the first place.

What exactly is it with the Chinese? It's not that hard to do things the RIGHT way, is it? Unless someone is actually raising rats, it doesn't seem that lucrative to round up enough rats to fake as mutton. And pretty much across the board, mutton is cheap. Lamb is the expensive stuff. Mutton is old and gamey. Something just doesn't make any sense.
Here's what I think: I think the person who wrote the article is ignorant of the difference between mutton and lamb. Seems to be if a person is willing to sell rat meat, he's willing to call it lamb rather than mutton. I mean, if you're lying, why not say it's the more valuable commodity?
Metaphorically the lie actually becomes the commodity- very much like the politics that ooze from Government. Consider the bill of goods being sold as "Affordable Care Act" and rammed down our throats at the federal equivalent of Howe Scat's Yum-Yum Palace... and the 'rats are what's serving it up
