Does this law also apply to cockroaches? If so, Eric Holder may want to be careful.

Dirty Harry certainly looks like a rat, and acts like one too.
I think another part of this new law is that the specially trained and sensitive rat-catcher must also try to place these rats with their families...they could drop him off in Nevada somewhere.
