It's how Quagmire gets his best talent, first they have to fail a background check, then be under investigation for fraud.

Theoretically the FBI is investigating a lot of things - IRS, Benghazi, F&F,etc., etc., etc., etc., etc., etc., etc., etc., etc., etc., etc., etc., etc., etc., etc., etc., etc., etc., etc., etc., etc., - but they seem to be catching very few miscreants. I doubt any CNSI employees are losing any sleep over this investigation.
Well if the damn FBI would stop following around TEA Party members with a carload of IRS agents as passengers, they might actually be able to investigate something..theres not enough left
