So I dug a bit deeper into this. Under the NLRB Act, no company can create a workers' council that is comprised of both labor and management without the company first being a union shop. Workers' councils are common in Germany. Explains why management wasn't standing in the way. It fails to explain how in the hell a company must organize before labor and management can work together to improve the company. Liberals are so damned corrupt it hurts.
Maybe they're just so used to being nannies that they don't think workers are smart enough to deal with management unless the nanny union boss is there to take their money to talk for them. Looks like the unions were outsmarted by the hillbillies from Tennessee!

Good for them. They would get nothing from the UAW except a union hierarchy leeching off their hard work. There is no more useless form of human than a UAW union official.
