This tells me that there's concern among all the LEs that this may just gain traction. If there's no crimes committed, no arrest made, then there's no reason for fingerprinting. It's a clear intimidation tactic.
Dammed if I can find a reason for local authorities to fingerprint and take cell phone unless they were ordered to do it by the feds. As for sending out a notice to appear most "adults" would blow that off as a crackpot prank. Looks like these guys are scaring the feds..or it is intimidation and the feds do not want to let people think they can do as they please without federal supervision. Unless there is a specific reason they went after these folks.
If the Sheriff had done his job, all the Federal LEOs would be in jail.
