This is how our gubment has run things for ages. They tell the consumer that they are only going to spend $5M for this little fix-it and then when investigators look more closely, it turns out they spent $100M. Anytime the gubment gets it's paws on ANY KIND OF MONEY, it ends up costing 1000% more than the original plan. We got to throw those bastards under the bus soon.
