Proposal offered at a meeting of a U.N. agency called the Int’l Telecommunication Union “would amend an existing telecommunications treaty by imposing heavy costs on popular Web sites and their network providers for the privilege of serving non-U.S. users.” With the global warming scam fading, the UN kleptocrats need a new con.

UN has been considering a world/global tax for a while now. This sounds like a nice step into that direction.

An actually sane US policy would be to chop the US subsidy to the UN and push the organization to leave the country. I think Uganda might be more in line with the present political mindset of the "organization".
North Korea gets my vote as the "new" location for the U.N. They would be too busy looking for firewood and food to get into anyone's business.

Why do these Europeans (and American Marxist) always propose a global tax on something? I'll tell you why, it's because all the Europeans want to do all day is drink, have sex, and retire young. It's like just because they may have had an empire several hundred years ago (to a few thousand years ago), they are entitled something (I'm looking at you Greece). They're just lazy, want everything handed to them, and will collapse under their own weight.
Unfortunately, Europe and America look remarkably similar right now.
I'm sure Al Gore stands to profit from this new scheme.
He needs a new income source since the carbon offset scheme is dying out.
