Yes, by demanding juristictional taxation rules. Meaning states cannot go to the feds when they make dumbass spending choices because of fairness & social justice. Like San Francisco does all the time. They do stupid sh!t, they then go to Sacremento, who then goes to WashingtonDC becausenobody can afford the dumbass spending at SF city hall. People in South Dakota, South Carolina, or the southside of whatever town you live in should'nt pay for their cock-ups.
