Occam's razor applies, IMO. The administration messed up and dithered. People died and then they tried to cover it all up.
I would postulate O was informed about this soon after it started. He and his commissars decided if troops were sent in it could end badly, as it did for Carter. Bad for the election. So he issued orders to stand down.
I hate getting drawn into conspiracy theories but check this out, it's short. Not so much the suppositions at the top but the timing of Panetta's statement and the to blurbs below it. The Gen. Ham Panetta cites has been relieved of command?(yeah it's all over tv,snark) And I found this by freak accident looking for something totally unrelated.

There's the answer... his "intelligence" is a media myth. Many people think he is average (at best.) There's nothing worse than an idiot who thnks he's a genius.
