Actually, that might have been another reason nobody wanted to bid. Under Obama's Administration, when you lease federal land for oil production, after you've paid millions for the lease, they won't give you a permit to actually drill. It would be the same here.

Oh they complain, trust me. It's funnier than hell. Environmentalists trying to save the planet with solar panels being stymied by other environmentalists trying to save the planet. The two sides are in court constantly hurling invective at each other. Then when they told the solar energy plants in southern Nevada and eastern California they had to move the stupid desert tortoises to new homes, they discovered the damn things peed all over themselves in terror when you pick them up, which resulted in dehydration and death because they're supposed to save that pee for dry spells. Then at the other end, where they tried to relocate them, the coyotes in the new area said, "Hey, what are these things, are they edible?" and quickly learned to flip the tortoises on their backs and eat them. They could only get to the feet and a bit of the legs, but hey, coyotes aren't fussy, they'll take what they can get. It's an easy snack.
