If the California Highway Patrol would enforce the noise laws on the books, and confiscate all motorcycles being ridden on public streets with open pipes, that would go a long way towards closing the gap. I'm a motorcycle rider myself, but believe more lives are saved with skilled riding of motorcycles that handle well, than with loud pipes. Just my opinion.
Then maybe they should first confiscate the crotchet rockets that ride 110 MPH wheelies down the center line of the road.
