East St. Louis is part of the 12th IL congressional district where I ran in 2010. It is a sewer of corruption and poverty. Every tax dollar is stolen by the corrupt officials which are EVERYWHERE, crime is rampant and the population votes Democrat without fail.
A long time ago I read a book about education that featured East St. Louis. If I remember right, the sewage was backing up into the basement of a school where kids were supposed to be getting educated. The city had a decaying sewage system and no money to fix it. The problem was that Illinois politicians allowed industry in the area to split away from the city and form their own little cities/fiefdoms, thereby removing their tax base from the city. SO you have all these little cities that might comprise little more than a chemical factory or something.
