Apparently there was a military coup and nobody told Congress. The number of times Pannetta has taken an oath to uphold the consitution, you’d think at some point he would have read the damn thing. This is a frightening video – not just because the Defense Secretary thinks the military doesn’t have to answer to elected officials anymore, but because the Chairman of the Joint Chiefs of Staff is such a dork. Now we know what happened to Howdy Doody.

It sounds to me like they're talking very much at cross-purposes, specifically on what they're meaning by "legal basis." Boner-nose is talking about general international standards, of which there is such a thing, while Sessions is talking about Const. authority. Whether that's deliberate disingenuous ness on Panetta's part, I'm not sure, or if he's that dim, or what, but what I heard was two guys speechifying, not having a conversation.

Relieve these fools of their responsibilities immediately. Here we have a president who gives guns to Mexican gun cartels, wants to assassinate American citizens, and now willing to wage war without congressional approval. Its time to get back to the constitution or we will crumble. That JCS Chairman needs to to ran out of the military. Its scares me that a flag officer will think the way he does.

The congress may say 'go bomb them' and it is legal in the US, however international law may call it a war crime.
The SecDef was saying, if someone attacks us, the congress and the pres can take care of it without international permission.
But if we want to preemptively attack a foreign nation, we need permission of the international community...as a minimum we would need permission to fly over other countries to get to our target. IN ADDITION TO congressional/pres permission.

The point that seems to be out of reach is that the U.S. military isn't under the control of any entity other than the president with approval of the U.S. congress. International approval is not their concern, it might be the president's and congress', but not the officers of the military. The secretary, un and nato don't call the shots, as pinhead panetta seems to indicate. The U.S. military is to act only on orders as put forth in the Constitution, and that comes not from any other entity. Damn the international community! If the military was told to go bomb someone in the U.S. as you mentioned, that would also be outside the approved constraints.

Pannetta testimony should be reason enough to not vote for barry. Sen. Sessions should have demand right there in the hearing that Pannetta resign for violating his oath. As for the Joint Chief, he is nothing but a political hack.
This testimony is scary and a sign of things to come if barry wins another term. God help us all
