Damn near every weather bureau in the world has been fiddling with the numbers for decades. They started trying to make "adjustments" back when the USSR went down because when it did, so did a couple thousand weather stations.
There is also an algorithm used by the NWS to "smooth" the numbers and calculate "normal" temperatures based on averages for the previous thirty years. Too much to get in depth about at this hour but it's a steaming pile of dog crap.

Even the lame excuse they're giving doesn't make sense. I don't believe it for a second but even if I did it doesn't make sense. Why do you have it set up so that cold areas can't record temperatures below a certain point? How does that make sense? If the temperature is below zero it's below zero, you shouldn't erase it because it's too low. You know I know and God knows they aren't erasing any high temperatures from warm areas of the country.
There's also temperatures used from places where there's no devices, like South America and Africa. They just pull a figure out of their ass and use it.
