Axelrod may be joking (or maybe he's sending a message to the Democrat faithful) but the political corruption of Chicago has infected the entire state of Illinois.
...actually, the politcal corruption of Chicago has now infected the Oval Office.
He meant "you only get one vote for each name you're registered under."
